'There will always be poor people in the land. Therefore I command you to be openhanded toward the poor and needy in your land'. (Deut. 15:11)

While we aim to eradicate poverty in the long run, we need to be realistic  and make the difference between what should happen and what does happen. Some people will always fall short. Our God always shows sensitivity to those who are the most vulnerable. Being created to the image of God, we need to imitate his heart and be ready to help those who deserve it.
